Bright from the Start does not require Head Start programs to be licensed because no parental fees are charged for the program, therefore, the programs do not meet the definition of child care and are not subject to the jurisdiction of this Department. [Reference Rule 591-1-1-.02(f)] If a program voluntarily becomes licensed, it then must follow the state rules and regulations.
